5月6日,中(zhong)共中(zhong)央(yang)办(ban)公厅、国务院(yuan)办(ban)公厅印发(fa)(fa)了《关于(yu)推进以(yi)县(xian)(xian)城(cheng)(cheng)为重要载体的城(cheng)(cheng)镇(zhen)化(hua)建设(she)(she)的意见》(以(yi)下简称(cheng)《意见》),制定发(fa)(fa)展目标(biao),到2025年(nian),以(yi)县(xian)(xian)城(cheng)(cheng)为重要载体的城(cheng)(cheng)镇(zhen)化(hua)建设(she)(she)取得重要进展,县(xian)(xian)城(cheng)(cheng)短(duan)板弱项进一(yi)步补齐(qi)补强,一(yi)批具有(you)良好区位优势和产业基础(chu)、资源环(huan)境(jing)承载能力较强、集(ji)聚人口(kou)经济(ji)条件较好的县(xian)(xian)城(cheng)(cheng)建设(she)(she)取得明显成效(xiao),公共资源配(pei)置(zhi)与(yu)常(chang)住人口(kou)规(gui)模基本匹配(pei),特色优势产业发(fa)(fa)展壮大(da),市政设(she)(she)施基本完备,公共服务全面提升,人居环(huan)境(jing)有(you)效(xiao)改(gai)善,综合(he)承载能力明显增强,农民到县(xian)(xian)城(cheng)(cheng)就业安家规(gui)模不(bu)断扩(kuo)大(da),县(xian)(xian)城(cheng)(cheng)居民生活品质明显改(gai)善。

《意见》从九(jiu)个方面提出了三十九(jiu)条具(ju)体措施。包括科(ke)学(xue)把握(wo)功(gong)(gong)能定(ding)(ding)位,分类引(yin)导(dao)县(xian)(xian)城(cheng)(cheng)(cheng)发(fa)展方向(xiang);培育发(fa)展特色优势产业(ye),稳定(ding)(ding)扩大县(xian)(xian)城(cheng)(cheng)(cheng)就(jiu)业(ye)岗位;完(wan)善市政设施体系,夯实县(xian)(xian)城(cheng)(cheng)(cheng)运行基础支撑;强化(hua)公共服务供给,增进县(xian)(xian)城(cheng)(cheng)(cheng)民生福(fu)祉;加强历史文化(hua)和(he)生态保(bao)护,提升县(xian)(xian)城(cheng)(cheng)(cheng)人居环境质量;提高(gao)县(xian)(xian)城(cheng)(cheng)(cheng)辐(fu)射带动乡(xiang)村(cun)能力,促(cu)进县(xian)(xian)乡(xiang)村(cun)功(gong)(gong)能衔接互补;深化(hua)体制机制创新(xin),为(wei)县(xian)(xian)城(cheng)(cheng)(cheng)建设提供政策保(bao)障等等。

县城(cheng)(cheng)(cheng)(cheng)是我国城(cheng)(cheng)(cheng)(cheng)镇体(ti)(ti)系的(de)(de)重要组成(cheng)部分,是城(cheng)(cheng)(cheng)(cheng)乡融合发展的(de)(de)关键支撑,对促(cu)进(jin)新(xin)型城(cheng)(cheng)(cheng)(cheng)镇化建(jian)设、构建(jian)新(xin)型工农(nong)城(cheng)(cheng)(cheng)(cheng)乡关系具有(you)重要意(yi)义。为推(tui)进(jin)以县城(cheng)(cheng)(cheng)(cheng)为重要载(zai)体(ti)(ti)的(de)(de)城(cheng)(cheng)(cheng)(cheng)镇化建(jian)设,现提出如下意(yi)见。

一、总体要求

(一)指(zhi)导思(si)想。以(yi)习近平(ping)新时代中国特(te)色(se)社会主义思(si)想为(wei)指(zhi)导,坚(jian)持以(yi)人为(wei)核心推进新型城(cheng)(cheng)(cheng)镇化,尊重县(xian)(xian)(xian)城(cheng)(cheng)(cheng)发(fa)展(zhan)规律,统筹县(xian)(xian)(xian)城(cheng)(cheng)(cheng)生(sheng)(sheng)产、生(sheng)(sheng)活(huo)、生(sheng)(sheng)态、安全需要,因地制宜补齐县(xian)(xian)(xian)城(cheng)(cheng)(cheng)短板(ban)弱项,促进县(xian)(xian)(xian)城(cheng)(cheng)(cheng)产业(ye)配套设(she)施(shi)(shi)提质(zhi)(zhi)增(zeng)效(xiao)、市(shi)政公用(yong)设(she)施(shi)(shi)提档升级(ji)(ji)、公共服(fu)务设(she)施(shi)(shi)提标扩(kuo)面、环境基础设(she)施(shi)(shi)提级(ji)(ji)扩(kuo)能,增(zeng)强县(xian)(xian)(xian)城(cheng)(cheng)(cheng)综合承载能力,提升县(xian)(xian)(xian)城(cheng)(cheng)(cheng)发(fa)展(zhan)质(zhi)(zhi)量(liang),更(geng)好满(man)足农民(min)到(dao)县(xian)(xian)(xian)城(cheng)(cheng)(cheng)就(jiu)业(ye)安家需求和县(xian)(xian)(xian)城(cheng)(cheng)(cheng)居民(min)生(sheng)(sheng)产生(sheng)(sheng)活(huo)需要,为(wei)实(shi)施(shi)(shi)扩(kuo)大(da)内需战略、协同推进新型城(cheng)(cheng)(cheng)镇化和乡村(cun)振兴(xing)提供有力支撑。

(二)工作(zuo)要求。顺应(ying)县城(cheng)(cheng)(cheng)人(ren)(ren)口流动变(bian)化(hua)趋势(shi),立(li)足资源(yuan)(yuan)环境承(cheng)载(zai)能力、区位条(tiao)件、产业基(ji)(ji)础、功能定位,选择一批条(tiao)件好(hao)的县城(cheng)(cheng)(cheng)作(zuo)为(wei)示范地区重点发展(zhan)(zhan),防止人(ren)(ren)口流失县城(cheng)(cheng)(cheng)盲目建设(she)(she)。充分发挥市场在资源(yuan)(yuan)配置中的决定性(xing)作(zuo)用,引导支(zhi)持(chi)各类市场主(zhu)体参与(yu)县城(cheng)(cheng)(cheng)建设(she)(she);更好(hao)发挥政(zheng)(zheng)府(fu)作(zuo)用,切(qie)实履行制定规划政(zheng)(zheng)策、提供公共服务(wu)、营(ying)造制度环境等方面职责。以县域为(wei)基(ji)(ji)本(ben)单元推(tui)进城(cheng)(cheng)(cheng)乡融合(he)(he)发展(zhan)(zhan),发挥县城(cheng)(cheng)(cheng)连接城(cheng)(cheng)(cheng)市、服务(wu)乡村作(zuo)用,增强对乡村的辐射(she)带动能力,促进县城(cheng)(cheng)(cheng)基(ji)(ji)础设(she)(she)施和(he)公共服务(wu)向乡村延伸覆盖(gai),强化(hua)县城(cheng)(cheng)(cheng)与(yu)邻(lin)近城(cheng)(cheng)(cheng)市发展(zhan)(zhan)的衔接配合(he)(he)。统筹发展(zhan)(zhan)和(he)安(an)全,严(yan)格(ge)落实耕地和(he)永久基(ji)(ji)本(ben)农田、生(sheng)态保(bao)护红线、城(cheng)(cheng)(cheng)镇开发边界,守住历史文化(hua)根脉,防止大拆(chai)大建、贪(tan)大求洋,严(yan)格(ge)控(kong)制撤县建市设(she)(she)区,防控(kong)灾害事故风险,防范地方政(zheng)(zheng)府(fu)债务(wu)风险。

(三)发展目标(biao)。到2025年,以县(xian)城(cheng)为重(zhong)要载体(ti)(ti)的城(cheng)镇(zhen)(zhen)化(hua)建设(she)取(qu)得重(zhong)要进(jin)展,县(xian)城(cheng)短板(ban)弱(ruo)项进(jin)一步(bu)补齐(qi)补强(qiang),一批(pi)具(ju)有(you)良好(hao)区位优势和产业基础、资源环境承载能力较强(qiang)、集聚人(ren)口经济条件较好(hao)的县(xian)城(cheng)建设(she)取(qu)得明显(xian)(xian)成效,公共资源配置与(yu)常住人(ren)口规(gui)模基本(ben)匹配,特色优势产业发展壮(zhuang)大,市政(zheng)设(she)施基本(ben)完(wan)备(bei),公共服务全面提升,人(ren)居(ju)(ju)环境有(you)效改善,综合(he)承载能力明显(xian)(xian)增强(qiang),农民(min)到县(xian)城(cheng)就(jiu)业安家规(gui)模不断(duan)扩大,县(xian)城(cheng)居(ju)(ju)民(min)生活品质明显(xian)(xian)改善。再经过一个时期的努力,在全国范围(wei)内基本(ben)建成各具(ju)特色、富有(you)活力、宜居(ju)(ju)宜业的现代化(hua)县(xian)城(cheng),与(yu)邻近大中(zhong)城(cheng)市的发展差距显(xian)(xian)著缩小,促进(jin)城(cheng)镇(zhen)(zhen)体(ti)(ti)系完(wan)善、支撑城(cheng)乡(xiang)融合(he)发展作用进(jin)一步(bu)彰显(xian)(xian)。

二、科学把握功能定位,分类引导县城发展方向

(四)加快发展(zhan)大(da)城市周(zhou)边县城。支持位于城市群和都市圈范(fan)围内的(de)县城融(rong)入邻近(jin)大(da)城市建设发展(zhan),主动(dong)承接(jie)人口、产业(ye)(ye)、功能特别(bie)是一(yi)般性制造业(ye)(ye)、区域性物流(liu)基地、专业(ye)(ye)市场、过度集中的(de)公(gong)共(gong)服务资(zi)源疏(shu)解(jie)转(zhuan)移,强化(hua)快速交通连接(jie),发展(zhan)成为与邻近(jin)大(da)城市通勤便捷、功能互补、产业(ye)(ye)配套的(de)卫星县城。

(五)积极培育专(zhuan)(zhuan)业功能(neng)(neng)县城。支(zhi)持(chi)具有资源、交通等优(you)势的县城发(fa)挥专(zhuan)(zhuan)业特长(zhang),培育发(fa)展特色经济(ji)和支(zhi)柱(zhu)产业,强化(hua)产业平台支(zhi)撑,提高就业吸(xi)纳能(neng)(neng)力,发(fa)展成为先进制造、商(shang)贸流(liu)通、文化(hua)旅游(you)等专(zhuan)(zhuan)业功能(neng)(neng)县城。支(zhi)持(chi)边(bian)境县城完善基础设施,强化(hua)公共服务和边(bian)境贸易等功能(neng)(neng),提升人(ren)口集(ji)聚能(neng)(neng)力和守边(bian)固边(bian)能(neng)(neng)力。

(六)合理发展农(nong)(nong)产(chan)(chan)品(pin)主产(chan)(chan)区县(xian)城。推动位于(yu)农(nong)(nong)产(chan)(chan)品(pin)主产(chan)(chan)区内的县(xian)城集聚(ju)发展农(nong)(nong)村二三产(chan)(chan)业(ye),延(yan)长农(nong)(nong)业(ye)产(chan)(chan)业(ye)链(lian)条,做优做强农(nong)(nong)产(chan)(chan)品(pin)加工业(ye)和农(nong)(nong)业(ye)生产(chan)(chan)性服务业(ye),更(geng)多吸纳县(xian)域内农(nong)(nong)业(ye)转移人口(kou),为有(you)效(xiao)服务“三农(nong)(nong)”、保(bao)障(zhang)粮食安全提供支撑。

(七(qi))有序发(fa)(fa)展重点生态功能区县城。推动(dong)位(wei)于重点生态功能区内(nei)的(de)县城逐步有序承接生态地区超载(zai)人口转移(yi),完善财政转移(yi)支付制度,增强公共服务(wu)供给(ji)能力,发(fa)(fa)展适(shi)宜产业和清洁能源,为保(bao)护(hu)修(xiu)复生态环(huan)境、筑牢生态安全屏障(zhang)提供支撑。

(八)引导人(ren)口流失(shi)(shi)县(xian)城(cheng)(cheng)转(zhuan)型发展(zhan)。结合城(cheng)(cheng)镇(zhen)发展(zhan)变化(hua)态势,推动人(ren)口流失(shi)(shi)县(xian)城(cheng)(cheng)严控城(cheng)(cheng)镇(zhen)建设用(yong)地增量、盘(pan)活存(cun)量,促进人(ren)口和公共服务资源适度集中(zhong),加强(qiang)民生保障(zhang)和救助扶助,有(you)序(xu)引导人(ren)口向邻近的(de)经济发展(zhan)优势区域转(zhuan)移,支持有(you)条(tiao)件的(de)资源枯竭县(xian)城(cheng)(cheng)培育接续替代(dai)产业。

三、培育发展特色优势产业,稳定扩大县城就业岗位

(九)增强县城产(chan)业支撑(cheng)能力。重点发(fa)展(zhan)比较(jiao)优势明显、带动农(nong)业农(nong)村(cun)能力强、就业容量大(da)的产(chan)业,统筹培育(yu)本地产(chan)业和承接外部产(chan)业转移,促进产(chan)业转型升级。突(tu)出特色(se)、错位发(fa)展(zhan),因地制(zhi)宜发(fa)展(zhan)一(yi)般性制(zhi)造业。以(yi)“粮头(tou)食尾”、“农(nong)头(tou)工(gong)(gong)尾”为抓手(shou),培育(yu)农(nong)产(chan)品加工(gong)(gong)业集群,发(fa)展(zhan)农(nong)资(zi)(zi)供(gong)应、技术集成、仓(cang)储物流、农(nong)产(chan)品营销等农(nong)业生(sheng)产(chan)性服务业。根据文(wen)化(hua)旅游资(zi)(zi)源禀赋,培育(yu)文(wen)化(hua)体验、休闲(xian)度假、特色(se)民(min)宿、养(yang)生(sheng)养(yang)老等产(chan)业。

(十)提升(sheng)产业平台功能(neng)。依托各类开(kai)发区、产业集聚区、农民(min)工返乡创业园等平台,引导县(xian)域产业集中集聚发展。支持符(fu)合条(tiao)件的县(xian)城建设(she)产业转型(xing)升(sheng)级(ji)示(shi)范(fan)园区。根据需要(yao)配置公共配套设(she)施,健(jian)全(quan)标准厂房、通用(yong)基(ji)础制造装备(bei)、共性技术研发仪(yi)器设(she)备(bei)、质量(liang)基(ji)础设(she)施、仓储集散回(hui)收设(she)施。鼓励农民(min)工集中的产业园区及(ji)企(qi)业建设(she)集体(ti)宿舍。

(十一)健全商贸(mao)流(liu)(liu)通网络。发展物流(liu)(liu)中(zhong)(zhong)心(xin)(xin)和专业市(shi)场(chang),打造工(gong)业品和农(nong)产品分拨(bo)中(zhong)(zhong)转(zhuan)地。根据需(xu)要建(jian)设(she)铁路专用线(xian),依托交通场(chang)站(zhan)建(jian)设(she)物流(liu)(liu)设(she)施。建(jian)设(she)具备(bei)运(yun)输(shu)仓储、集散分拨(bo)等功能的(de)物流(liu)(liu)配送中(zhong)(zhong)心(xin)(xin),发展物流(liu)(liu)共同(tong)配送,鼓励(li)社(she)会力(li)量布设(she)智能快(kuai)件(jian)箱。改善(shan)农(nong)贸(mao)市(shi)场(chang)交易棚厅等经营条件(jian),完善(shan)冷链物流(liu)(liu)设(she)施,建(jian)设(she)面向(xiang)城市(shi)消费的(de)生鲜食品低温加工(gong)处(chu)理(li)中(zhong)(zhong)心(xin)(xin)。

(十二)完(wan)善(shan)消费基础设施。围绕(rao)产业(ye)(ye)转(zhuan)型(xing)升(sheng)级和居民消费升(sheng)级需求,改善(shan)县城消费环境。改造提(ti)升(sheng)百货商场(chang)、大(da)型(xing)卖场(chang)、特(te)色商业(ye)(ye)街,发展(zhan)新型(xing)消费集聚(ju)区。完(wan)善(shan)消费服务中心、公共交(jiao)(jiao)通站点、智(zhi)能引导系(xi)统、安全保障设施,配置电子商务硬件(jian)设施及软件(jian)系(xi)统,建设展(zhan)示(shi)交(jiao)(jiao)易公用空(kong)间。完(wan)善(shan)游客服务中心、旅(lv)游道路、旅(lv)游厕所(suo)等配套设施。

(十(shi)三)强(qiang)(qiang)化职(zhi)(zhi)业技(ji)(ji)(ji)能培(pei)(pei)训(xun)(xun)。大(da)规模开展面向农民(min)工(gong)特别(bie)是困难农民(min)工(gong)的职(zhi)(zhi)业技(ji)(ji)(ji)能培(pei)(pei)训(xun)(xun),提(ti)高其(qi)技(ji)(ji)(ji)能素质和(he)(he)稳(wen)定就业能力(li)。统筹发(fa)挥企(qi)业、职(zhi)(zhi)业学校、技(ji)(ji)(ji)工(gong)学校作用,聚焦新(xin)职(zhi)(zhi)业新(xin)工(gong)种(zhong)和(he)(he)紧缺岗位(wei)加强(qiang)(qiang)职(zhi)(zhi)业技(ji)(ji)(ji)能培(pei)(pei)训(xun)(xun),提(ti)高与市场(chang)需(xu)求契合度。推动公共(gong)(gong)实训(xun)(xun)基地共(gong)(gong)建(jian)共(gong)(gong)享(xiang),建(jian)设(she)职(zhi)(zhi)业技(ji)(ji)(ji)能培(pei)(pei)训(xun)(xun)线(xian)上平台。落实好(hao)培(pei)(pei)训(xun)(xun)补贴(tie)政策(ce),畅通培(pei)(pei)训(xun)(xun)补贴(tie)直(zhi)达企(qi)业和(he)(he)培(pei)(pei)训(xun)(xun)者渠道。

四、完善市政设施体系,夯实县城运行基础支撑

(十四(si))完善市政交(jiao)通(tong)设(she)(she)施。完善机(ji)动车(che)(che)道(dao)、非机(ji)动车(che)(che)道(dao)、人行道(dao),健全配套交(jiao)通(tong)管理设(she)(she)施和交(jiao)通(tong)安全设(she)(she)施。建设(she)(she)以配建停(ting)车(che)(che)场(chang)为(wei)主、路外公(gong)(gong)共(gong)(gong)停(ting)车(che)(che)场(chang)为(wei)辅(fu)、路内停(ting)车(che)(che)为(wei)补充的停(ting)车(che)(che)系统。优化公(gong)(gong)共(gong)(gong)充换电设(she)(she)施建设(she)(she)布局,加快建设(she)(she)充电桩。完善公(gong)(gong)路客运站(zhan)服务功能,加强公(gong)(gong)路客运站(zhan)土地综(zong)合开发利用。建设(she)(she)公(gong)(gong)共(gong)(gong)交(jiao)通(tong)场(chang)站(zhan),优化公(gong)(gong)交(jiao)站(zhan)点布设(she)(she)。

(十五)畅通(tong)对外连接通(tong)道(dao)。提高(gao)(gao)县(xian)城(cheng)(cheng)(cheng)(cheng)与(yu)(yu)周边大中(zhong)城(cheng)(cheng)(cheng)(cheng)市互联互通(tong)水平,扩(kuo)大干(gan)线(xian)铁路(lu)、高(gao)(gao)速(su)公路(lu)、国省干(gan)线(xian)公路(lu)等覆盖面。推进县(xian)城(cheng)(cheng)(cheng)(cheng)市政(zheng)道(dao)路(lu)与(yu)(yu)干(gan)线(xian)公路(lu)高(gao)(gao)效衔接,有(you)序开(kai)展干(gan)线(xian)公路(lu)过(guo)境段(duan)、进出城(cheng)(cheng)(cheng)(cheng)瓶颈路(lu)段(duan)升级改(gai)(gai)造(zao)。支持有(you)需要(yao)的(de)县(xian)城(cheng)(cheng)(cheng)(cheng)开(kai)通(tong)与(yu)(yu)周边城(cheng)(cheng)(cheng)(cheng)市的(de)城(cheng)(cheng)(cheng)(cheng)际(ji)公交,开(kai)展客运班线(xian)公交化改(gai)(gai)造(zao)。引导有(you)条件(jian)的(de)大城(cheng)(cheng)(cheng)(cheng)市轨道(dao)交通(tong)适当向周边县(xian)城(cheng)(cheng)(cheng)(cheng)延伸。

(十(shi)六)健全防洪排涝(lao)设施(shi)(shi)。坚持防御外(wai)洪与治(zhi)理(li)内(nei)涝(lao)并(bing)重,逐步消除严重易涝(lao)积(ji)水区段(duan)。实施(shi)(shi)排水管(guan)网和(he)泵站建(jian)设改(gai)造,修(xiu)复(fu)破损和(he)功能(neng)失效(xiao)设施(shi)(shi)。建(jian)设排涝(lao)通道,整治(zhi)河道、湖塘、排洪沟(gou)、道路边沟(gou),确(que)保与管(guan)网排水能(neng)力(li)相匹配(pei)。推进(jin)雨水源头减排,增强地面渗水能(neng)力(li)。完善堤线布(bu)置和(he)河流护(hu)岸工程(cheng),合理(li)建(jian)设截洪沟(gou)等设施(shi)(shi),降(jiang)低(di)外(wai)洪入城风险。

(十七)增强(qiang)防灾(zai)(zai)减灾(zai)(zai)能(neng)(neng)力。健全灾(zai)(zai)害监(jian)测体(ti)系(xi),提高预(yu)警预(yu)报水平(ping)。采取搬(ban)迁避让和(he)工程治理等手段(duan),防治泥石(shi)流(liu)、崩塌(ta)、滑(hua)坡、地面(mian)塌(ta)陷等地质灾(zai)(zai)害。提高建(jian)筑抗(kang)灾(zai)(zai)能(neng)(neng)力,开展重(zhong)要建(jian)筑抗(kang)震鉴定及加(jia)固改造(zao)。推进公共建(jian)筑消(xiao)(xiao)防设(she)(she)施达(da)标建(jian)设(she)(she),规划布(bu)局消(xiao)(xiao)防栓、蓄(xu)水池、微(wei)型消(xiao)(xiao)防站(zhan)等配套(tao)设(she)(she)施。合理布(bu)局应(ying)急(ji)避难(nan)场所,强(qiang)化体(ti)育场馆(guan)等公共建(jian)筑应(ying)急(ji)避难(nan)功能(neng)(neng)。完善供水、供电(dian)、通(tong)信等城(cheng)市生命(ming)线备(bei)用设(she)(she)施,加(jia)强(qiang)应(ying)急(ji)救(jiu)灾(zai)(zai)和(he)抢险救(jiu)援(yuan)能(neng)(neng)力建(jian)设(she)(she)。

(十九)推(tui)动(dong)老(lao)旧(jiu)(jiu)小区(qu)(qu)改造(zao)。加(jia)快改造(zao)建(jian)成年代较早(zao)、失(shi)养(yang)失(shi)修(xiu)失(shi)管(guan)、配套(tao)设施不完(wan)善、居民改造(zao)意愿(yuan)强(qiang)烈的住宅小区(qu)(qu),改善居民基本居住条件。完(wan)善老(lao)旧(jiu)(jiu)小区(qu)(qu)及周边(bian)水电路气热信等(deng)配套(tao)设施,加(jia)强(qiang)无(wu)障碍设施建(jian)设改造(zao)。科学布(bu)局社区(qu)(qu)综合(he)服务(wu)(wu)设施,推(tui)进(jin)养(yang)老(lao)托育等(deng)基本公共(gong)服务(wu)(wu)便捷(jie)供给。结合(he)老(lao)旧(jiu)(jiu)小区(qu)(qu)改造(zao),统筹推(tui)动(dong)老(lao)旧(jiu)(jiu)厂区(qu)(qu)、老(lao)旧(jiu)(jiu)街区(qu)(qu)、城中(zhong)村改造(zao)。

五、强化公共服务供给,增进县城民生福祉

六、加强历史文化和生态保护,提升县城人居环境质量

(二十七)打(da)造蓝绿(lv)生(sheng)态(tai)(tai)空间。完善生(sheng)态(tai)(tai)绿(lv)地(di)系统,依托山水(shui)林田湖(hu)草等自(zi)(zi)然基底建设生(sheng)态(tai)(tai)绿(lv)色(se)廊道,利(li)用周边荒山坡地(di)和(he)污染土(tu)地(di)开(kai)展(zhan)国土(tu)绿(lv)化(hua),建设街(jie)心绿(lv)地(di)、绿(lv)色(se)游憩空间、郊野公园。加强河(he)道、湖(hu)泊、滨海地(di)带等湿地(di)生(sheng)态(tai)(tai)和(he)水(shui)环境修复(fu),合理保持(chi)水(shui)网密度和(he)水(shui)体(ti)(ti)自(zi)(zi)然连通。加强黑(hei)臭水(shui)体(ti)(ti)治(zhi)理,对河(he)湖(hu)岸线进行(xing)生(sheng)态(tai)(tai)化(hua)改造,恢(hui)复(fu)和(he)增强水(shui)体(ti)(ti)自(zi)(zi)净(jing)能力(li)。

(二十八)推(tui)进(jin)生产生活低碳(tan)化(hua)。推(tui)动(dong)能(neng)源清洁低碳(tan)安(an)全高效利(li)用,引(yin)导(dao)非化(hua)石能(neng)源消(xiao)费和分(fen)布(bu)(bu)式(shi)能(neng)源发(fa)展,在有条(tiao)件(jian)的(de)地(di)区(qu)推(tui)进(jin)屋顶分(fen)布(bu)(bu)式(shi)光伏发(fa)电。坚(jian)决遏制“两高”项目(mu)(mu)盲目(mu)(mu)发(fa)展,深(shen)入推(tui)进(jin)产业园区(qu)循(xun)环化(hua)改造。大力发(fa)展绿(lv)色建(jian)筑,推(tui)广(guang)装配式(shi)建(jian)筑、节(jie)能(neng)门窗、绿(lv)色建(jian)材、绿(lv)色照明,全面推(tui)行绿(lv)色施工。推(tui)动(dong)公共交通工具和物流配送、市政(zheng)环卫等车辆电动(dong)化(hua)。推(tui)广(guang)节(jie)能(neng)低碳(tan)节(jie)水用品(pin)和环保再生产品(pin),减(jian)少一次性消(xiao)费品(pin)和包装用材消(xiao)耗。

(二十九(jiu))完善垃(la)(la)(la)圾收集处理体(ti)系(xi)(xi)。因地制宜(yi)建设生(sheng)活垃(la)(la)(la)圾分(fen)类处理系(xi)(xi)统,配备满足分(fen)类清(qing)(qing)运(yun)需求、密封性好、压(ya)缩(suo)式的(de)(de)收运(yun)车辆,改造垃(la)(la)(la)圾房和转(zhuan)运(yun)站,建设与(yu)清(qing)(qing)运(yun)量相适应(ying)的(de)(de)垃(la)(la)(la)圾焚烧设施,做好全流程恶臭防(fang)治。合(he)理布(bu)局(ju)危(wei)险废(fei)(fei)(fei)弃物收集和集中利用(yong)处置设施。健全县域医(yi)疗废(fei)(fei)(fei)弃物收集转(zhuan)运(yun)处置体(ti)系(xi)(xi)。推(tui)进(jin)大宗固体(ti)废(fei)(fei)(fei)弃物综合(he)利用(yong)。

(三十(shi))增(zeng)强污(wu)水(shui)(shui)收集处(chu)理(li)(li)(li)能(neng)力。完善老城区(qu)及(ji)(ji)城中村等重点区(qu)域污(wu)水(shui)(shui)收集管网,更新(xin)修复混(hun)错接(jie)、漏接(jie)、老旧(jiu)破损管网,推进雨污(wu)分流改造。开(kai)展污(wu)水(shui)(shui)处(chu)理(li)(li)(li)差别化精准(zhun)提标(biao),对现(xian)有污(wu)水(shui)(shui)处(chu)理(li)(li)(li)厂进行扩容改造及(ji)(ji)恶(e)臭(chou)治理(li)(li)(li)。在缺水(shui)(shui)地区(qu)和水(shui)(shui)环境(jing)敏感地区(qu)推进污(wu)水(shui)(shui)资源(yuan)化利用。推进污(wu)泥无(wu)害(hai)化资源(yuan)化处(chu)置,逐步压减污(wu)泥填埋(mai)规(gui)模。

七、提高县城辐射带动乡村能力,促进县乡村功能衔接互补

(三十(shi)五)建(jian)(jian)立(li)多元可持(chi)续的投融(rong)(rong)资(zi)机制(zhi)。根据项(xiang)目(mu)属(shu)性和(he)收益,合(he)理谋(mou)划投融(rong)(rong)资(zi)方(fang)(fang)案。对公益性项(xiang)目(mu),加强地(di)(di)方(fang)(fang)财(cai)政(zheng)资(zi)金(jin)(jin)投入,其中符(fu)(fu)合(he)条件项(xiang)目(mu)可通(tong)过中央(yang)预算内投资(zi)和(he)地(di)(di)方(fang)(fang)政(zheng)府专项(xiang)债(zhai)券(quan)予以支持(chi)。对准公益性项(xiang)目(mu)和(he)经营性项(xiang)目(mu),提(ti)升县域综(zong)合(he)金(jin)(jin)融(rong)(rong)服务(wu)水平,鼓励(li)银行(xing)业金(jin)(jin)融(rong)(rong)机构(gou)特别是开发性政(zheng)策(ce)性金(jin)(jin)融(rong)(rong)机构(gou)增加中长期贷款投放,支持(chi)符(fu)(fu)合(he)条件的企(qi)(qi)业发行(xing)县城(cheng)新(xin)型(xing)城(cheng)镇化建(jian)(jian)设专项(xiang)企(qi)(qi)业债(zhai)券(quan)。有效防范化解地(di)(di)方(fang)(fang)政(zheng)府债(zhai)务(wu)风险,促进县区财(cai)政(zheng)平稳(wen)运行(xing)。引(yin)导社(she)会(hui)资(zi)金(jin)(jin)参(can)与县城(cheng)建(jian)(jian)设,盘活国有存(cun)量优质资(zi)产(chan),规范推广(guang)政(zheng)府和(he)社(she)会(hui)资(zi)本合(he)作(zuo)模式,稳(wen)妥推进基础(chu)设施领域不动产(chan)投资(zi)信托(tuo)基金(jin)(jin)试点,鼓励(li)中央(yang)企(qi)(qi)业等(deng)参(can)与县城(cheng)建(jian)(jian)设,引(yin)导有条件的地(di)(di)区整合(he)利用好既有平台公司。完善公用事业定(ding)价机制(zhi),合(he)理确定(ding)价格水平,鼓励(li)结(jie)合(he)管(guan)网改造(zao)降(jiang)低漏损率和(he)运行(xing)成本。

(三十(shi)六(liu))建(jian)(jian)立集约高效的建(jian)(jian)设(she)用(yong)(yong)地利(li)用(yong)(yong)机制。加强(qiang)存量(liang)低(di)效建(jian)(jian)设(she)用(yong)(yong)地再开(kai)发,合理安排(pai)新(xin)增建(jian)(jian)设(she)用(yong)(yong)地计划指标,保(bao)障(zhang)县城建(jian)(jian)设(she)正常用(yong)(yong)地需求(qiu)。推(tui)广节地型、紧凑(cou)式高效开(kai)发模(mo)式,规(gui)(gui)范(fan)建(jian)(jian)设(she)用(yong)(yong)地二级市(shi)场。鼓(gu)励(li)采用(yong)(yong)长(zhang)期(qi)租赁、先租后让(rang)、弹性年期(qi)供应等方式供应工业用(yong)(yong)地,提升现有工业用(yong)(yong)地容积(ji)率(lv)和单位(wei)用(yong)(yong)地面(mian)积(ji)产出率(lv)。稳(wen)妥开(kai)发低(di)丘缓坡(po)地,合理确定开(kai)发用(yong)(yong)途、规(gui)(gui)模(mo)、布局和项目用(yong)(yong)地准入门槛。按照国家统一部署,稳(wen)妥有序推(tui)进农村集体经(jing)营性建(jian)(jian)设(she)用(yong)(yong)地入市(shi)。

九、组织实施

(三十(shi)七)加(jia)强组织领(ling)(ling)导(dao)。坚持和(he)加(jia)强党(dang)的(de)全面领(ling)(ling)导(dao),发(fa)挥(hui)各(ge)级党(dang)组织作(zuo)(zuo)用(yong),建立中央指导(dao)、省(sheng)负(fu)总责、市(shi)(shi)县抓落实的(de)工作(zuo)(zuo)机制,为推(tui)进(jin)以县城为重(zhong)要(yao)载体的(de)城镇化(hua)(hua)建设提(ti)供(gong)根本(ben)保证。发(fa)挥(hui)城镇化(hua)(hua)工作(zuo)(zuo)暨城乡融合发(fa)展工作(zuo)(zuo)部际联席会(hui)议制度作(zuo)(zuo)用(yong),国家发(fa)展改革委(wei)要(yao)会(hui)同各(ge)成(cheng)员(yuan)单位(wei),强化(hua)(hua)统筹协(xie)调和(he)政策保障,扎(zha)实推(tui)进(jin)示(shi)范(fan)等工作(zuo)(zuo)。各(ge)省(sheng)(自治区、直辖市(shi)(shi))要(yao)明确具体任(ren)务举措,做好组织协(xie)调和(he)指导(dao)督促。各(ge)市(shi)(shi)县要(yao)强化(hua)(hua)主体责任(ren),切实推(tui)动(dong)目标任(ren)务落地见效。

(三十八)强化(hua)规(gui)划(hua)引领。坚(jian)持(chi)“一县一策”,以(yi)县城为(wei)主,兼顾(gu)县级市(shi)城区(qu)和(he)非县级政府驻(zhu)地特(te)大镇,科学(xue)编制(zhi)和(he)完(wan)善建设方(fang)案(an),按照“缺什么补什么”原则,明确建设重(zhong)点、保障(zhang)措施、组织实施方(fang)式,精准(zhun)补齐短板弱项(xiang),防(fang)止盲目重(zhong)复建设。坚(jian)持(chi)项(xiang)目跟着规(gui)划(hua)走,科学(xue)谋划(hua)储(chu)备建设项(xiang)目,切实做(zuo)好项(xiang)目前期工(gong)作。

(三十九)推(tui)动试(shi)点(dian)先行。合(he)理把(ba)握县城(cheng)(cheng)建设的时序、节奏、步(bu)骤。率先在(zai)示范地(di)区推(tui)动县城(cheng)(cheng)补短板强弱项,细化(hua)实(shi)化(hua)建设任务,创新政策支撑机(ji)制和项目投(tou)资运营模式(shi),增(zeng)强县城(cheng)(cheng)综(zong)合(he)承(cheng)载(zai)能力,及早取得实(shi)质性进展。在(zai)示范工作基础(chu)上,及时总结(jie)推(tui)广典型经验和有(you)(you)效做法,稳步(bu)有(you)(you)序推(tui)动其他县城(cheng)(cheng)建设,形成以县城(cheng)(cheng)为重要载(zai)体的城(cheng)(cheng)镇化(hua)建设有(you)(you)效路径(jing)。
