为顺应全面推进(jin)乡村(cun)振兴新要求,近日(ri),农业农村(cun)部印发(fa)了《关(guan)于(yu)拓展农业多(duo)种功(gong)能(neng) 促(cu)进(jin)乡村(cun)产(chan)业高质量发(fa)展的指(zhi)导(dao)意见(jian)》(以下简称《指(zhi)导(dao)意见(jian)》)。
《指导意见(jian)》明确:到(dao)2025年(nian),农(nong)(nong)业多(duo)种功(gong)能(neng)充分发掘,乡(xiang)村多(duo)元价值多(duo)向(xiang)彰(zhang)显,优(you)(you)质绿色农(nong)(nong)产(chan)品、优(you)(you)美(mei)生态环境(jing)、优(you)(you)秀传统(tong)文化(hua)产(chan)品供给(ji)能(neng)力显著增强,粮食产(chan)量保持在1.3万亿斤以(yi)上,农(nong)(nong)产(chan)品加工业与农(nong)(nong)业总产(chan)值比达到(dao)2.8∶1,乡(xiang)村休闲旅(lv)游年(nian)接(jie)待游客人数40亿人次(ci),年(nian)营(ying)业收(shou)入1.2万亿元,农(nong)(nong)产(chan)品网络零售额达到(dao)1万亿元。
《指导意见》提出三项重点(dian)(dian)任务(wu)(wu)涵盖20多条具(ju)体措施。一是做(zuo)大做(zuo)强农(nong)产(chan)(chan)品(pin)(pin)(pin)加(jia)工业。发(fa)挥(hui)县域(yu)农(nong)产(chan)(chan)品(pin)(pin)(pin)加(jia)工业在纵向(xiang)贯通(tong)产(chan)(chan)加(jia)销(xiao)中的中心点(dian)(dian)作用,建设标准原料基地、构建高效加(jia)工体系(xi)、集成加(jia)工技术成果、打造(zao)农(nong)业全产(chan)(chan)业链、创响知名农(nong)业品(pin)(pin)(pin)牌(pai)。二(er)是做(zuo)精做(zuo)优乡(xiang)村(cun)(cun)休闲旅(lv)(lv)游业。发(fa)挥(hui)乡(xiang)村(cun)(cun)休闲旅(lv)(lv)游业在横向(xiang)融合(he)农(nong)文旅(lv)(lv)中的连接(jie)点(dian)(dian)作用,保护生态资源(yuan)和乡(xiang)土文化、发(fa)掘生态涵养产(chan)(chan)品(pin)(pin)(pin)、培(pei)育(yu)乡(xiang)村(cun)(cun)文化产(chan)(chan)品(pin)(pin)(pin)、打造(zao)乡(xiang)村(cun)(cun)休闲体验(yan)产(chan)(chan)品(pin)(pin)(pin)、提升乡(xiang)村(cun)(cun)休闲旅(lv)(lv)游水平、实(shi)施乡(xiang)村(cun)(cun)休闲旅(lv)(lv)游精品(pin)(pin)(pin)工程(cheng)。三是做(zuo)活做(zuo)新农(nong)村(cun)(cun)电(dian)商。发(fa)挥(hui)农(nong)村(cun)(cun)电(dian)商在对接(jie)科工贸的结合(he)点(dian)(dian)作用,培(pei)育(yu)农(nong)村(cun)(cun)电(dian)商主体、打造(zao)农(nong)产(chan)(chan)品(pin)(pin)(pin)供(gong)应链、建立(li)运营(ying)服(fu)务(wu)(wu)体系(xi)、强化农(nong)产(chan)(chan)品(pin)(pin)(pin)质量监(jian)管。

产(chan)业(ye)振兴是乡村(cun)振兴的重(zhong)中之(zhi)重(zhong)。近(jin)年来,我(wo)国乡村(cun)产(chan)业(ye)有(you)了长(zhang)足(zu)发展,强化了农业(ye)食品保(bao)障功能(neng),拓展了生(sheng)态(tai)涵养、休(xiu)闲(xian)体验、文化传承功能(neng),凸显了乡村(cun)的经济、生(sheng)态(tai)、社会和(he)文化价值,但仍(reng)然存在产(chan)业(ye)链条短、融合层次低和(he)技术水(shui)平不(bu)高(gao)等问(wen)题。为顺应全面推(tui)进(jin)(jin)乡村(cun)振兴新(xin)要求,拓展农业(ye)多种功能(neng),促进(jin)(jin)乡村(cun)产(chan)业(ye)高(gao)质(zhi)量发展,现提出(chu)如下指导意见。
一、总体要求
(一)指导思想
以(yi)(yi)习近平新(xin)(xin)时代(dai)中(zhong)国特(te)色社会(hui)主义思想(xiang)为(wei)指导,全(quan)面(mian)(mian)贯(guan)彻党的十九大和(he)十九届二中(zhong)、三中(zhong)、四中(zhong)、五中(zhong)、六中(zhong)全(quan)会(hui)精(jing)神,立(li)足新(xin)(xin)发展(zhan)(zhan)阶段(duan),贯(guan)彻新(xin)(xin)发展(zhan)(zhan)理念,构建新(xin)(xin)发展(zhan)(zhan)格局,落实高质量发展(zhan)(zhan)要求(qiu),在确保粮食(shi)安全(quan)和(he)保障(zhang)重要农(nong)产品有效供给的基础上,以(yi)(yi)生态农(nong)业为(wei)基、田园风光为(wei)韵、村落民宅为(wei)形、农(nong)耕文化(hua)(hua)为(wei)魂,贯(guan)通产加销(xiao)、融合农(nong)文旅,促进食(shi)品保障(zhang)功(gong)能坚实稳固(gu)、生态涵养(yang)功(gong)能加快转化(hua)(hua)、休闲体验功(gong)能高端(duan)拓(tuo)展(zhan)(zhan)、文化(hua)(hua)传(chuan)承(cheng)功(gong)能有形延(yan)伸,打造(zao)美丽宜(yi)(yi)人、业兴人和(he)的社会(hui)主义新(xin)(xin)乡村,推动农(nong)业高质高效、乡村宜(yi)(yi)居(ju)宜(yi)(yi)业、农(nong)民富裕富足,为(wei)全(quan)面(mian)(mian)推进乡村振兴、加快农(nong)业农(nong)村现代(dai)化(hua)(hua)提供有力支撑。
(二)基本原则
——立(li)足特色、市场导向。立(li)足乡村特色资(zi)源(yuan),面向市场需求(qiu),挖掘特色产品,以特色产业(ye)培育(yu)优(you)质企业(ye),以优(you)质企业(ye)带动(dong)产业(ye)提升,更(geng)好发挥政府(fu)政策配套和公共服务作(zuo)用,推动(dong)乡村特色资(zi)源(yuan)加快转化增值。
——立农(nong)为农(nong)、链(lian)条延(yan)伸(shen)。紧(jin)扣“粮(liang)头(tou)(tou)食(shi)尾(wei)”“农(nong)头(tou)(tou)工尾(wei)”,以农(nong)产(chan)品(pin)(pin)加工业(ye)为重点(dian)打(da)造农(nong)业(ye)全产(chan)业(ye)链(lian),推(tui)动种养业(ye)前后端延(yan)伸(shen)、上下(xia)游拓(tuo)展,由(you)卖原(yuan)字号(hao)更(geng)多向卖制成(cheng)品(pin)(pin)转变,推(tui)动产(chan)品(pin)(pin)增(zeng)值、产(chan)业(ye)增(zeng)效,促(cu)进联农(nong)带(dai)农(nong)和(he)共同富(fu)裕。
——绿色(se)引领、功(gong)(gong)能拓(tuo)展。践(jian)行“绿水青山(shan)就(jiu)是金(jin)山(shan)银山(shan)”理(li)念,以(yi)乡村(cun)休闲(xian)旅游业(ye)为重(zhong)点拓(tuo)展农业(ye)多种(zhong)功(gong)(gong)能,培(pei)育生态环保产业(ye),开发(fa)(fa)可再生能源,做(zuo)到(dao)保护与开发(fa)(fa)并重(zhong)、传(chuan)统(tong)与现代融合,推动(dong)乡村(cun)农文旅一(yi)体(ti)化发(fa)(fa)展。
——科技(ji)赋能、平台支撑。坚(jian)持科技(ji)兴农(nong),以发展农(nong)村电商为重点拓(tuo)宽商贸流通渠道(dao),促进(jin)产业(ye)(ye)(ye)(ye)、科技(ji)交互联动(dong),引导农(nong)业(ye)(ye)(ye)(ye)全(quan)产业(ye)(ye)(ye)(ye)链(lian)上中下(xia)游(you)各(ge)类主体(ti),共建共享大数据平台信息,实现(xian)产业(ye)(ye)(ye)(ye)数字化(hua)、数字产业(ye)(ye)(ye)(ye)化(hua)。
(三)发展(zhan)目(mu)标
到2025年,农(nong)(nong)业(ye)(ye)多(duo)种功(gong)能充(chong)分发掘,乡(xiang)村(cun)多(duo)元价值多(duo)向彰显,粮(liang)食等(deng)重要农(nong)(nong)产(chan)(chan)品供给有效保障,农(nong)(nong)业(ye)(ye)质(zhi)量效益和(he)竞争(zheng)力(li)明(ming)显提高,优质(zhi)绿(lv)色农(nong)(nong)产(chan)(chan)品、优美生态环境、优秀传统文化产(chan)(chan)品供给能力(li)显著增(zeng)强(qiang),形(xing)成以农(nong)(nong)产(chan)(chan)品加(jia)工(gong)业(ye)(ye)为(wei)“干”贯通产(chan)(chan)加(jia)销(xiao)、以乡(xiang)村(cun)休闲旅(lv)(lv)游业(ye)(ye)为(wei)“径”融合农(nong)(nong)文旅(lv)(lv)、以新农(nong)(nong)村(cun)电商为(wei)“网”对接科(ke)工(gong)贸的现(xian)代(dai)乡(xiang)村(cun)产(chan)(chan)业(ye)(ye)体系,实现(xian)产(chan)(chan)业(ye)(ye)增(zeng)值收(shou)益更(geng)多(duo)更(geng)好惠(hui)及农(nong)(nong)村(cun)农(nong)(nong)民,共同富(fu)裕取得实质(zhi)性进展。
——农产(chan)(chan)品保(bao)(bao)障功(gong)能持续增强。粮食(shi)综合生产(chan)(chan)能力稳(wen)步(bu)提升,粮食(shi)产(chan)(chan)量(liang)保(bao)(bao)持在1.3万亿(yi)斤(jin)以上,重要农产(chan)(chan)品供给能力稳(wen)步(bu)提升,农产(chan)(chan)品加(jia)工业与(yu)农业总(zong)产(chan)(chan)值比(bi)达(da)到2.8∶1,加(jia)工转化率达(da)到80%,保(bao)(bao)数(shu)量(liang)、保(bao)(bao)质量(liang)、保(bao)(bao)多(duo)样有效(xiao)实现。
——乡村(cun)休(xiu)闲旅游(you)业(ye)融(rong)合发(fa)展(zhan)。生态(tai)涵养、休(xiu)闲体(ti)验和文(wen)化传承等农(nong)业(ye)特有(you)功能持续拓展(zhan),绿(lv)色生产生活方(fang)式广(guang)泛推行,文(wen)明乡风繁荣兴盛(sheng),乡村(cun)休(xiu)闲旅游(you)年(nian)接(jie)待游(you)客人数40亿人次,年(nian)营业(ye)收(shou)入1.2万(wan)亿元。
——农(nong)村(cun)电(dian)商业态类型不(bu)断丰富。数字乡村(cun)加(jia)快(kuai)建设,农(nong)民(min)生(sheng)产(chan)(chan)经营(ying)能力普遍增强(qiang),农(nong)产(chan)(chan)品网络(luo)零售额达到1万亿(yi)元(yuan),农(nong)林(lin)牧渔专业及(ji)辅助性活(huo)动产(chan)(chan)值(zhi)达到1万亿(yi)元(yuan),新增乡村(cun)创业带头人(ren)100万人(ren),带动一批(pi)农(nong)民(min)直播销售员。
二、做大做强农产品加工业
发挥县(xian)域农(nong)产(chan)(chan)(chan)(chan)品加(jia)工业(ye)(ye)在纵向贯通产(chan)(chan)(chan)(chan)加(jia)销(xiao)中(zhong)的中(zhong)心点作(zuo)用,打造创(chuang)新能力强、产(chan)(chan)(chan)(chan)业(ye)(ye)链条(tiao)全(quan)(quan)、绿色(se)底色(se)足、安全(quan)(quan)可控制、联农(nong)带农(nong)紧的农(nong)业(ye)(ye)全(quan)(quan)产(chan)(chan)(chan)(chan)业(ye)(ye)链,促(cu)进一产(chan)(chan)(chan)(chan)往后延、二产(chan)(chan)(chan)(chan)两(liang)头连、三产(chan)(chan)(chan)(chan)走高端,引导农(nong)产(chan)(chan)(chan)(chan)品加(jia)工重心下(xia)沉县(xian)城、中(zhong)心镇和物(wu)流(liu)节点,推动生产(chan)(chan)(chan)(chan)与加(jia)工、产(chan)(chan)(chan)(chan)品与市(shi)场、企业(ye)(ye)与农(nong)户协同发展,实(shi)现(xian)农(nong)产(chan)(chan)(chan)(chan)品多(duo)元化开发、多(duo)层次利用、多(duo)环节增值。
(四)建设标准(zhun)原料基地。鼓励农(nong)产(chan)品(pin)(pin)加(jia)工企(qi)(qi)业特(te)别是食品(pin)(pin)加(jia)工企(qi)(qi)业与种(zhong)(zhong)(zhong)(zhong)业企(qi)(qi)业、农(nong)民合(he)(he)作社、家庭农(nong)场、种(zhong)(zhong)(zhong)(zhong)养(yang)大(da)户等协调(diao)合(he)(he)作,围绕市(shi)场需求,按照(zhao)(zhao)适(shi)(shi)区适(shi)(shi)种(zhong)(zhong)(zhong)(zhong)、适(shi)(shi)品(pin)(pin)适(shi)(shi)种(zhong)(zhong)(zhong)(zhong)、适(shi)(shi)时采收要(yao)求,加(jia)大(da)农(nong)作物、畜禽和水(shui)产(chan)种(zhong)(zhong)(zhong)(zhong)质(zhi)资源保护开发力度,培(pei)育推(tui)广适(shi)(shi)合(he)(he)加(jia)工的专用品(pin)(pin)种(zhong)(zhong)(zhong)(zhong),引导各(ge)类市(shi)场主体按照(zhao)(zhao)品(pin)(pin)种(zhong)(zhong)(zhong)(zhong)培(pei)优(you)、品(pin)(pin)质(zhi)提升(sheng)、品(pin)(pin)牌打造和标准(zhun)化生产(chan)要(yao)求合(he)(he)理安排(pai)生产(chan)经营(ying),打造优(you)质(zhi)绿色安全农(nong)产(chan)品(pin)(pin)生产(chan)基地。
(五)构建(jian)高(gao)效(xiao)加(jia)工(gong)体系(xi)。扶(fu)持(chi)农民合作社和家庭农场发(fa)(fa)展冷藏保鲜、原(yuan)料处(chu)理(li)(li)、杀菌、储藏、分(fen)级(ji)、包装(zhuang)等(deng)延时类(lei)初加(jia)工(gong),以及干制(zhi)、腌制(zhi)、熟制(zhi)、分(fen)级(ji)分(fen)割、速冻等(deng)食品(pin)类(lei)初加(jia)工(gong)。引导大型农业企(qi)业、食品(pin)企(qi)业开发(fa)(fa)类(lei)别(bie)多(duo)样、营养均衡、养生保健、方便快捷的系(xi)列化产(chan)品(pin),发(fa)(fa)展食材预处(chu)理(li)(li)、面制(zhi)、米(mi)制(zhi)、带馅(xian)、调理(li)(li)等(deng)主食加(jia)工(gong),培育(yu)原(yuan)料基(ji)地+中央(yang)厨(chu)房(fang)+物流(liu)配送(餐(can)饮门(men)店、商超销售)以及中央(yang)厨(chu)房(fang)+餐(can)饮门(men)店(连锁(suo)店、社区网点、终端客户)等(deng)模式,进一步延长(zhang)加(jia)工(gong)链条。推(tui)进农产(chan)品(pin)加(jia)工(gong)循环、高(gao)值、梯次利用和减损增效(xiao)取得实质性进展。
(六)集成(cheng)加(jia)工(gong)(gong)(gong)(gong)技术成(cheng)果。围绕产(chan)(chan)业(ye)链(lian)部署创(chuang)新(xin)(xin)链(lian)、围绕创(chuang)新(xin)(xin)链(lian)部署资(zi)金(jin)链(lian)和(he)资(zi)源(yuan)链(lian),引导农(nong)产(chan)(chan)品(pin)(pin)加(jia)工(gong)(gong)(gong)(gong)企(qi)业(ye)牵头(tou)开展(zhan)“产(chan)(chan)学研用(yong)”联(lian)合攻关(guan),攻克食品(pin)(pin)预(yu)处理、分离提取、混合均质(zhi)、灌装(zhuang)包装(zhuang)、减(jian)损增效等技术瓶(ping)颈(jing)。组织加(jia)工(gong)(gong)(gong)(gong)企(qi)业(ye)、研发团队(dui)和(he)装(zhuang)备企(qi)业(ye),打造共性技术研发平台和(he)创(chuang)新(xin)(xin)联(lian)合体,创(chuang)制信(xin)息(xi)化、智(zhi)能(neng)化、工(gong)(gong)(gong)(gong)程化加(jia)工(gong)(gong)(gong)(gong)装(zhuang)备,建(jian)设(she)一(yi)批集成(cheng)度高、系统性强、能(neng)应用(yong)、可复制的农(nong)产(chan)(chan)品(pin)(pin)加(jia)工(gong)(gong)(gong)(gong)技术集成(cheng)基地,打造一(yi)批中国(guo)农(nong)业(ye)食品(pin)(pin)创(chuang)新(xin)(xin)产(chan)(chan)业(ye)园。
(七)打(da)造(zao)农(nong)业(ye)(ye)(ye)全(quan)产(chan)(chan)业(ye)(ye)(ye)链。围(wei)绕县域农(nong)业(ye)(ye)(ye)主(zhu)导(dao)产(chan)(chan)业(ye)(ye)(ye),引(yin)导(dao)县域农(nong)业(ye)(ye)(ye)产(chan)(chan)业(ye)(ye)(ye)化龙头企业(ye)(ye)(ye)牵头组建(jian)农(nong)业(ye)(ye)(ye)产(chan)(chan)业(ye)(ye)(ye)化联合体,前端联结农(nong)业(ye)(ye)(ye)研发(fa)、育种(zhong)、生产(chan)(chan)等(deng)环(huan)节(jie),后端延展加工、储运、销售、品牌、体验(yan)、消费、服务等(deng)环(huan)节(jie),优化提升产(chan)(chan)业(ye)(ye)(ye)链供应链水平(ping)(ping),实现全(quan)环(huan)节(jie)提升、全(quan)链条增值(zhi)、全(quan)产(chan)(chan)业(ye)(ye)(ye)融(rong)合。引(yin)导(dao)有(you)条件的头部(bu)企业(ye)(ye)(ye),搭建(jian)全(quan)产(chan)(chan)业(ye)(ye)(ye)链数字平(ping)(ping)台,将上中(zhong)下游经营(ying)主(zhu)体纳入(ru)平(ping)(ping)台,打(da)通全(quan)产(chan)(chan)业(ye)(ye)(ye)链上中(zhong)下游环(huan)节(jie),实现信息(xi)共(gong)(gong)享、品牌共(gong)(gong)创、渠道共(gong)(gong)建(jian)和质量安全(quan)可追溯。
(八(ba))创响知(zhi)名农(nong)业品(pin)牌(pai)(pai)(pai)。按照“有(you)标(biao)(biao)采标(biao)(biao)、低(di)标(biao)(biao)提标(biao)(biao)、无标(biao)(biao)创标(biao)(biao)”要求,培(pei)育标(biao)(biao)准“领(ling)跑者(zhe)”。塑强区域公用品(pin)牌(pai)(pai)(pai),加(jia)强农(nong)产(chan)品(pin)地理标(biao)(biao)志管理和品(pin)牌(pai)(pai)(pai)保(bao)护,深(shen)入实施地理标(biao)(biao)志农(nong)产(chan)品(pin)保(bao)护工程,推进现代农(nong)业全产(chan)业链标(biao)(biao)准化(hua)试点。引(yin)育一批有(you)自主知(zhi)识产(chan)权(quan)和品(pin)牌(pai)(pai)(pai)效应(ying)的龙头企(qi)(qi)(qi)业,引(yin)导企(qi)(qi)(qi)业与农(nong)户等共创企(qi)(qi)(qi)业品(pin)牌(pai)(pai)(pai)。培(pei)育一批“独(du)一份、特别特、好中优”的“土字(zi)号(hao)” “乡字(zi)号(hao)”产(chan)品(pin)品(pin)牌(pai)(pai)(pai)。加(jia)大品(pin)牌(pai)(pai)(pai)推介力度(du),讲好品(pin)牌(pai)(pai)(pai)故事(shi),提升(sheng)品(pin)牌(pai)(pai)(pai)公信力和品(pin)牌(pai)(pai)(pai)溢(yi)价能力。
三、做精做优乡村休闲旅游业
发(fa)(fa)挥(hui)乡(xiang)(xiang)村休闲(xian)(xian)旅(lv)(lv)游业(ye)(ye)(ye)(ye)在横(heng)向融合(he)农文(wen)(wen)旅(lv)(lv)中的(de)连接点(dian)作用,以农民(min)和(he)农村集体(ti)(ti)经(jing)济组(zu)织为主体(ti)(ti),联合(he)大型(xing)农业(ye)(ye)(ye)(ye)企业(ye)(ye)(ye)(ye)、文(wen)(wen)旅(lv)(lv)企业(ye)(ye)(ye)(ye)等(deng)经(jing)营主体(ti)(ti),大力推进“休闲(xian)(xian)农业(ye)(ye)(ye)(ye)+”,突出(chu)绿水(shui)青山特色、做亮生态田园(yuan)底色、守住(zhu)乡(xiang)(xiang)土(tu)文(wen)(wen)化(hua)本(ben)色,彰显(xian)农村的(de)“土(tu)气(qi)”、巧用乡(xiang)(xiang)村的(de)“老气(qi)”、焕发(fa)(fa)农民(min)的(de)“生气(qi)”、融入时代的(de)“朝气(qi)”,推动乡(xiang)(xiang)村休闲(xian)(xian)旅(lv)(lv)游业(ye)(ye)(ye)(ye)高(gao)质量发(fa)(fa)展。
(九)保(bao)护(hu)生态(tai)(tai)资(zi)源(yuan)和乡土文(wen)(wen)化(hua)。坚(jian)持生态(tai)(tai)优先、绿色发(fa)(fa)展,实现(xian)保(bao)护(hu)与开发(fa)(fa)并(bing)举、生产与生态(tai)(tai)并(bing)重。保(bao)护(hu)好(hao)森林、山丘、湖泊、溪(xi)流(liu)、草(cao)原、湿地等自然资(zi)源(yuan),利用好(hao)稻田(tian)、茶园(yuan)、花海、牧(mu)场、养(yang)(yang)殖池塘、湖泊水(shui)(shui)库(ku)等田(tian)园(yuan)风光,发(fa)(fa)挥好(hao)农(nong)业的(de)涵养(yang)(yang)水(shui)(shui)源(yuan)、保(bao)持水(shui)(shui)土、防风固沙(sha)、调节气(qi)(qi)候(hou)、净化(hua)空(kong)气(qi)(qi)、消除(chu)污染等重要作用;保(bao)护(hu)好(hao)传统(tong)村落、民(min)族村寨、传统(tong)建筑、文(wen)(wen)物古迹、农(nong)业遗迹、灌溉工程等农(nong)业物质遗产,传承好(hao)民(min)族民(min)俗文(wen)(wen)化(hua)、传统(tong)手工艺、戏曲(qu)曲(qu)艺、渔歌、渔港(gang)文(wen)(wen)化(hua)等非物质遗产,形成(cheng)以资(zi)源(yuan)可(ke)持续利用、文(wen)(wen)化(hua)可(ke)接续传承为基础的(de)乡村休闲(xian)旅游发(fa)(fa)展模式(shi)。

(二十三)强化指(zhi)导服务(wu)。持(chi)续改善营商环境,加强乡(xiang)村(cun)基础设(she)施建设(she),畅通(tong)现代要素向乡(xiang)村(cun)流动的渠道。建立乡(xiang)村(cun)企(qi)(qi)业(ye)(ye)(ye)家智库,通(tong)过线(xian)上线(xian)下多种途(tu)径听取乡(xiang)村(cun)企(qi)(qi)业(ye)(ye)(ye)家意见(jian)建议。引(yin)导各类互联(lian)网企(qi)(qi)业(ye)(ye)(ye)、平台型(xing)企(qi)(qi)业(ye)(ye)(ye)发挥自身优势,建立乡(xiang)村(cun)企(qi)(qi)业(ye)(ye)(ye)“人(ren)地(di)钱货(huo)”直通(tong)车服务(wu)平台,为企(qi)(qi)业(ye)(ye)(ye)提(ti)供(gong)资金技术、用地(di)用电、高素质人(ren)才、营销渠道、运(yun)营管理等(deng)服务(wu)。
